I think it seems to be more focused on culture 1. because Western shows already take place in more or less the same society I'm in so I don't pay as much attention to stuff that seems normal to me (even if it says a lot about our society) 2. manga is much broader in regards to topic. Because it's cheaper to produce, there is everything out there. TV Shows have different concepts of course, but the main stuff is slice-of-life comedy or crime/life dramas. Mangas are mainly adventure or romance, but you also got sports, games, fantasy, war, dystopian future, historical.....^^
